PROCLAMATION RELATED TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM

WHEREAS, the Governor issued a proclamation declaring a state of emergency on March 12, 2020 to address the COVID-19 pandemic.

WHEREAS, the Governor is terminating the overall Nevada COVID-19 state of emergency effective May 20, 2022.

WHEREAS, as of May 1, 2022, there are 235,696 Nevada households who depend on food assistance through for the Supplemental Nutrition Assistance Program (SNAP), which equates to 452,790 individuals encompassing 183,163 children.

WHEREAS, the federal government has recognized the need to provide SNAP emergency supplemental allotments as part of its continued COVID-19 pandemic response to avert the threat of harm to Americans.

WHEREAS, since April of 2020, the Division of Welfare and Supportive Services has issued SNAP emergency supplemental allotments to eligible Nevada households, which have become essential for addressing food insecurity.

WHEREAS, to date, $896,843,880 in SNAP emergency supplemental payments have been issued to eligible Nevada households during the period of April 2020 through April 2022 to help mitigate food insecurities during the state and national public health emergency.

WHEREAS, on May 7th, 2022, the Division of Welfare and Supportive Services issued $42,118,294 in emergency supplemental payments to 229,662 eligible households in Nevada for the month of April 2022.

WHEREAS, the termination of the overall Nevada COVID-19 state of emergency would result in SNAP recipients no longer being able to receive the additional federal SNAP emergency allotments that remain available during the national public health emergency period.

WHEREAS, the assistance of Nevada, by way of this limited Declaration, is required to ensure Nevada SNAP recipients and their families continued access to the additional SNAP emergency allotments during the national public health emergency.

WHEREAS, the sharp increase in food insecurity threatened by the loss of these additional federal emergency allotments constitutes an imminent danger or threat to the health, safety, and welfare of Nevada SNAP recipients and their families.

WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."

NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and the laws of the State of Nevada and the United States, I hereby determine that an emergency exists for the limited purpose of administering the available program that provides SNAP emergency allotment relief to alleviate food insecurity for individuals and families in the State of Nevada during the national public health emergency.

I Further Declare that this declaration becomes effective at 12:01 a.m. on May 20, 2022, and shall remain in effect until rescinded, the available program that provides SNAP emergency allotment relief terminates, or until the federal public health emergency issued under Section 319 of the Public Health Service Act expires, whichever occurs first.
