
WHEREAS, on March 25, 1960, a historic meeting took place at the Moulin Rouge Hotel in Las Vegas, Nevada, where community leaders, civil rights advocates, government officials, law enforcement authorities, business leaders, and media representatives gathered to address the injustice of racial segregation in Southern Nevada; and
WHEREAS, among those present were the most influential leaders in the State of Nevada, including the Governor, the Clark County Sheriff, the Chief of Police, prominent hotel and gaming executives, and the owners and publishers of Nevada's leading newspapers, demonstrating a unified commitment to confront segregation and advance equality; and
WHEREAS, the courage, persistence, and leadership of African American community leaders and residents of the Historic Westside helped bring about the negotiations that led to the Moulin Rouge Agreement, ensuring that the voices of those most affected by segregation were heard; and
WHEREAS, through dialogue, leadership, and a shared sense of responsibility to the people of Nevada, these leaders reached what became known as the Moulin Rouge Agreement, a landmark understanding that led to the desegregation of public accommodations along the Las Vegas Strip and throughout Southern Nevada; and
WHEREAS, the Las Vegas Sun documented this historic breakthrough on its front page on March 26, 1960, reporting that the agreement had been reached the previous day and marking a pivotal moment in Nevada's civil rights history; and
WHEREAS, the Moulin Rouge Agreement demonstrated that meaningful change can occur when government, business, law enforcement, media, and community leaders work together in good faith to confront injustice and build a more inclusive society; and
WHEREAS, the leaders who participated in the agreement understood that ending segregation was only the first step and that continued cooperation would be necessary to reconcile the adverse impacts segregation had created and to connect historically excluded neighborhoods, including the Historic Westside of Las Vegas, to opportunity, economic participation, and civic life; and
WHEREAS, the Moulin Rouge Agreement remains a powerful symbol of courage, leadership, and collaboration, and its legacy continues to inspire Nevadans to work together to strengthen opportunity, unity, and progress across our state;
NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim March 25, 2026, as
MOULIN ROUGE AGREEMENT DAY IN NEVADA
