
WHEREAS, Lisa Swearingen began her career with the State of Nevada in July 1995 at the Nevada Department of Corrections, serving in early administrative roles that established a strong foundation in public service, accountability, and operational integrity; and
WHEREAS, in April 1996, Lisa Swearingen transferred to the Nevada State Welfare Division as an Administrative Assistant in Child Support Enforcement and later to the Investigations & Recovery unit, where she supported enforcement activities and gained early experience in program integrity and compliance; and
WHEREAS, Lisa subsequently advanced into Field Operations as a Family Services Specialist and later served as a Management Analyst supporting Help Desk and IT functions, developing frontline, analytical, and technical expertise that strengthened agency operations statewide; and
WHEREAS, Lisa later served as a Social Services Program Specialist within the Eligibility & Payments unit, progressing from Buy-In Specialist to Medicaid Specialist and ultimately serving as a subject matter expert for Health Care Reform, contributing to system design, policy implementation, and eligibility accuracy for Family Medicaid programs; and
WHEREAS, in March 2018, Lisa was promoted to Social Services Chief III leading the Eligibility & Payments unit, where she guided complex policy, fiscal, and system initiatives and provided critical leadership during an unprecedented period, including Nevada's administration of the Pandemic Electronic Benefit Transfer (P-EBT) program, supporting the issuance of nearly $695 million in benefits to hundreds of thousands of children statewide; and
WHEREAS, in May 2022, in recognition of her proven leadership and extensive operational experience, Lisa was selected to serve as Deputy Administrator over Field Operations Support, overseeing Fiscal Services, IT/IS, Child Support Enforcement, Child Care, Quality Control, and related functions during a period of significant organizational transformation; and
WHEREAS, throughout her career, Lisa prepared and presented legislative testimony, monitored operating budgets, managed major contracts and cooperative agreements, served as liaison with federal partners and community stakeholders, and fostered collaboration, staff development, and organizational excellence across policy, field, and technology teams; and
WHEREAS, Lisa Swearingen has faithfully served the State of Nevada under six Governors and is recognized and honored for her exceptional career in public service, her lasting impact on the Division of Social Services and the Department of Human Services, and is extended sincere gratitude and best wishes upon her retirement;
NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim January 9, 2026, as a day in honor of
