
WHEREAS, Rosalia (Rosie) Mendoza is retiring from the Division of Social Services after nearly 30 years of loyal, diligent, and exceptional public service to the State of Nevada; and
WHEREAS, Rosalia began her professional career with the State of Nevada on March 17, 1996, as a Family Services Specialist at University Medical Center, later transferring to the Cambridge office in 1997 and the Belrose office in 2006; and
WHEREAS, in 2011, Rosalia was promoted to Family Services Supervisor, a role in which she demonstrated outstanding leadership, professionalism, and a steadfast commitment to public service; and
WHEREAS, throughout her career, Rosalia served under eight Welfare Administrators: Myla Florence, Michael Willden, Nancy Ford, Romaine Gilliland, Diane Comeaux, Michael McMahon, Steve Fisher, and Robert Thompson; and
WHEREAS, throughout her tenure as a supervisor, Rosalia played a critical role in guiding her office through major operational changes, including the transition to Business Process Redesign (BPR), serving as the initial "quarterback" and remaining in that role through the conclusion of her state service, including participation on the statewide quarterback team; and
WHEREAS, Rosalia provided dedicated oversight of the clerical team, supporting their transition to DataCap, and served as a member of the clerical onboarding team, ensuring staff were well trained, supported, and positioned for success; and
WHEREAS, Rosalia further distinguished herself through service as the office safety coordinator, office liaison with Capitol Police, liaison for Business Process Redesign, liaison to hospitals and General Assistance programs, liaison to Quality Control and Intake & Redetermination interviews, and supervisor of the temporary medical application team at the Boulevard Mall outreach site; and
WHEREAS, Rosalia consistently demonstrated exceptional commitment and dedication to the mission of the Division of Social Services, serving as a trusted advocate for Nevada's most vulnerable citizens and leaving a lasting and positive impact on her colleagues, her agency, and the community; and
WHEREAS, the State of Nevada and the Division of Social Services, on behalf of its employees and clients, extend sincere appreciation and gratitude to Rosalia Mendoza for her many years of exemplary service and offer best wishes for a healthy, happy, and fulfilling retirement;
NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim January 20, 2026, as a day in honor of
