
WHEREAS, Cody Phinney received a Master's Degree in Public Health with a concentration in Health Services Administration, as well as a Bachelor of Arts in International Relations; and
WHEREAS, Cody has provided 27 years of state service to Nevada within the Department of Health and Human Services where she has displayed exceptional leadership, partnership, work ethic, and dedication to public service; and
WHEREAS, Cody started her career as a quality assurance specialist in 1998 and continuously worked for the Department in various roles within mental health clinical services, public health, and Medicaid; and
WHEREAS, Cody has served the Division of Public and Behavioral Health as a Deputy Administrator and Administrator where she exemplified collaborative leadership and made long-lasting improvements to the Division; and
WHEREAS, Cody's dedication and leadership in quality improvement were evident in ensuring ongoing certification through the Joint Commission for the clinical services, as well as successfully submitting the agency's first application to the Public Health Accreditation Board; and
WHEREAS, Cody helped lead the response for public and behavioral health during the COVID pandemic by ensuring proper oversight of health care facilities and emergency response. She also led the agency to implement Nevada's 988 system for crisis response; and
WHEREAS, Cody is leaving the state of Nevada a healthier, safer and better place to live, work and visit. On behalf of all Nevadans, we express our sincere thanks and gratitude for her 27 years of professional excellence and loyal service to the State of Nevada. We extend our best wishes for a happy and fulfilling retirement;
