
WHEREAS, Trooper Charles Naylor, a lifelong resident of the State of Nevada, began his 26-year law enforcement career in 1999 as a cadet attending the Nevada Highway Patrol academy; and
WHEREAS, Trooper Naylor graduated from the Nevada Highway Patrol Academy in 2000 and was assigned as a traffic trooper with the Wells District where he remained until 2005; and
WHEREAS, Trooper Naylor completed his training to become a Defensive Tactics instructor in 2002, and as a Field Training Officer in 2004; and
WHEREAS, Trooper Naylor transferred from the Wells District to the Reno District with the Nevada Highway Patrol in 2005; and
WHEREAS, Trooper Naylor completed training to become a Defensive Tactics Instructor Trainer in 2011; and
WHEREAS, Trooper Naylor accepted the position as Nevada Highway Patrol Advanced Academy Commander in 2017in Carson City; and
WHEREAS, Trooper Naylor oversaw the specific training of the Highway Patrol cadets, preparing them for their careers as Nevada Highway Patrol troopers and through his guidance and experience Trooper Naylor has been a positive influence for countless new Troopers throughout his career; and
WHEREAS, on July 10, 2025, Trooper Naylor will officially retire with 26 years of dedicated and professional service in law enforcement for the State of Nevada. We extend our best wishes for a happy and fulfilling retirement;
NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim July 10, 2025, as a day in honor of
