
WHEREAS, Kathleen “Neena” Laxalt was born two months premature at a mere four pounds in Reno, Nevada in 1957. Thus, she entered the world with an indomitable fighting spirit; and
WHEREAS, Kathleen was a proud descendant of humble American immigrants who settled in Nevada. As a fourth-generation Irish descendant, she developed a keen sense of humor and a refined gift of conversation. As a second-generation Basque descendant, she developed a very clear focus and an unfailing work ethic; and
WHEREAS, Kathleen was a devoted daughter to her father, Paul Dominique Laxalt, and her mother, Jackalyn Ross Laxalt. She thrived during her childhood in her beloved Carson City home with her brother and four sisters, many cousins, and many friends; and
WHEREAS, Kathleen grew up in the world of law and politics as her maternal grandfather, Judge John R. Ross, served as a federal judge of the U.S. District Court of Nevada from 1954 to 1963 and her father, Paul D. Laxalt, served as Nevada's Lieutenant Governor, Governor, and U. S. Senator from 1967 to 1987; and
WHEREAS, Kathleen spent over 25 years in Nevada significantly contributing to the legislative process, providing valuable insights and fostering collaboration among lawmakers, stakeholders, and entire communities. She also served as a mentor for countless young professionals, particularly women, expertly guiding them into the field of lobbying and empowering them to lead with courage, conviction, and compassion; and
WHEREAS, Kathleen became the Laxalt family guardian of the revered family sheep camp at Marlette Lake. Her single efforts established generations respect for her Basque grandfather Dominique Laxalt and his amazing legacy; and
WHEREAS, Kathleen's fighting spirit has left an indelible footprint across her beloved Nevada and her lasting presence will be felt across every corner of the Legislative Building and every dusty path at her family sheep camp; and
WHEREAS, Kathleen is remembered by her daughter, Kevan Danielle, her granddaughter, Grace Kathleen, her four siblings, her many cousins, and her many lifelong friends; and
WHEREAS, the State of Nevada recognizes and honors Kathleen “Neena” Laxalt for her extraordinary service to the state and her profound influence as a mentor and role model for the next generation of leaders;
NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim February 13, 2025, as a day in honor of
