WHEREAS, Carrie Embree has honorably served the State of Nevada for over 25 years with unwavering dedication, professionalism, and integrity; and

WHEREAS, Carrie was appointed in 2018 as the Governor's Consumer Health Advocate, where she has led the Office for Consumer Health Assistance with integrity and a commitment to ensuring equitable access to health care for all Nevadans; and

WHEREAS, prior to her appointment, Carrie served as Chief of Adult Protective Services, where she played a pivotal role in expanding protections for adults across Nevada, reinforcing the state's dedication to safety, dignity, and justice for all; and Carrie held numerous leadership roles within Community Based Care, demonstrating a steadfast commitment to vulnerable populations and the delivery of compassionate, person-centered services; and

WHEREAS, Carrie played a key role in implementing Nevada's arbitration program for medically necessary emergency services, commonly referred to as surprise billing, ensuring that health care providers had access to a fair and structured process for resolving payment disputes under the law; and

WHEREAS, Carrie’s unwavering commitment to excellence has fostered a workplace culture rooted in respect, collaboration, and continuous growth; and

WHEREAS, Carrie has served as a mentor, advocate, and role model to countless colleagues, inspiring others through their integrity, compassion, and tireless pursuit of public service; and

WHEREAS, Carrie was instrumental in the transition from Elder Protective Services (EPS) to Adult Protective Services (APS), following legislative authority granted in 2019, expanding protections to vulnerable adults aged 18-59 and reinforcing Nevada's commitment to safety and justice for all; and

WHEREAS, Carrie serves on the Advisory Board for the University of Nevada, Reno School of Social Work, where she lends her extensive experience in public service, health advocacy, and adult protective services to support the development of future social work professionals and advance the school's commitment to excellence; and

WHEREAS, we commend Carrie Embree for her outstanding service, leadership, and dedication to the people of Nevada and express our deepest gratitude for her continued commitment to public welfare and health advocacy;

NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim December 1, 2025, as a day in honor of
