WHEREAS, the Public Utilities Commission of Nevada, takes pride and pleasure in joining with the many co-workers, friends, and members of the community at large in congratulating Rupert White upon his richly deserved retirement after 25 years of service to the State of Nevada; and

WHEREAS, the Public Utilities Commission of Nevada expresses special recognition to Rupert White and honors him for his distinguished career with the State of Nevada, with 19 of those years dedicated to the Public Utilities Commission of Nevada; and

WHEREAS, Rupert began his career with the State of Nevada in 1998 at the Department of Information Technology and, in 2004, accepted a position with the Public Utilities Commission of Nevada, initially helping migrate the agency from a Novel environment to a Windows environment; and

WHEREAS, Rupert wrote the programming for the Public Utilities Commission of Nevada's bespoke payment system, which was later adopted by other state agencies both inside and outside of the State of Nevada; and

WHEREAS, Rupert proved to be a valuable asset to the Public Utilities Commission of Nevada and the entire State of Nevada, including going above and beyond to meet with representatives from other countries to explain the Public Utilities Commission of Nevada document management system that he implemented; and

WHEREAS, Rupert has advocated on behalf of the Public Utilities Commission of Nevada through testimony before the Nevada legislature for approval of needed projects, managed projects to completion, and created necessary documentation that will continue to be referred to for years to come; and

WHEREAS, Rupert has worked consistently for the betterment of the PUCN such that his specialized knowledge of the agencies computers and programming will be greatly missed; and

WHEREAS, this proclamation is presented to Rupert White to serve as a reminder that he will always be remembered as a valued employee, co-worker, and friend dedicated to helping whenever needed;

NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim September 29, 2023 as a day in honor of
