WHEREAS, Tim Horgan has completed thirty years of honorable and dedicated service to the State of Nevada; and

WHEREAS, Tim first entered state service in October 1993 as a Micro-Computer Specialist I and completed his service in October 2023 as the Chief IT Manager for the Secretary of State; and

WHEREAS, Tim served proudly with the Secretary of State, Department of Tourism, and Enterprise IT Services supporting the needs of hundreds of thousands of Nevadans as the state grew from a population of 1.38 million to more than 3.20 million; and

WHEREAS, Tim began his service to the state at a time when office computers, phones, and applications were limited and he personally contributed to the research, development, and training required to grow the technology support and infrastructure of the Office of Secretary of State to where it is now with more than 150 phone lines, 250 virtual servers, and 500 pieces of hardware including desktop and laptop computers and peripherals, scanners, printers, and servers worth in excess of $3 million; and

WHEREAS, Tim contributed to the development and maintenance of more than 200 applications for the Office of Secretary of State that consistently and reliably support the needs of an average of 180,000 unique visitors each month across business license, securities, notary services, and elections needs; and

WHEREAS, Tim oversaw the continuous review and improvement of the multiple overlapping cyber-security resources to ensure protection of the transactions and information of all of the Secretary's customers throughout a time of exponential increases in the complexity and frequency of foreign and domestic cyber-attacks; and

WHEREAS, Tim expertly managed 29 full time IT staff, leading with compassion and fairness while holding them to high standards of conduct and proficiency to meet the ever-changing needs of the Secretary's customers; and

WHEREAS, Tim was one of just a select few 50 Chief IT Managers working full time to ensure secure and fair elections across the nation through critically important and contentions elections including the 2020 election which was considered the most scrutinized and yet most secure election in American history; and

WHEREAS, the State of Nevada and the Office of the Secretary of State commend Tim on his dedication to the state and commitment to the improvement and security of 15 election cycles and, along with colleagues, friends and family, extend best wishes for a happy, healthy, and prosperous retirement;

NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim October 11, 2023 as a day in honor of
