WHEREAS, on March 3, 2023, Dr. Yasuji Otsuka will be retiring from the State of Nevada with 25 years of dependable, tireless, and extraordinary public service to the State of Nevada; and

WHEREAS, Dr. Otsuka has thoroughly and loyally served the State of Nevada, starting his career at the Public Utilities Commission of Nevada ("PUCN") on July 31, 1998. During his 25-year career with the PUCN, Dr. Otsuka has performed exceptionally in his capacities as Financial Analyst, Regulatory Economist, Senior Regulatory Economist, and Manager of Resource and Market Analysis; and

WHEREAS, during his career, Dr. Otsuka has displayed exceptional commitment and devotion to his duties throughout his decades of service to the State of Nevada, during which the citizens of Nevada have been fortunate to have him as an advocate and civil servant. As he concludes his public service to his fellow citizens, he leaves his position with the pride of knowing he has made a difference in the State; and

WHEREAS, in honor of Dr. Otsuka and acknowledgment of his noteworthy impact to the State, his friends, and coworkers would like to express gratitude and laud him for his years of ardent and honorable service and extend their best wishes for a contented, healthy, prosperous, and enjoyable retirement; and

WHEREAS, Dr. Otsuka is an outstanding member of Nevada's team of public servants and has dedicated his expertise in economics to ensure fair and reasonable utility rates for Nevada ratepayers; and

WHEREAS, Dr. Otsuka has shown his dedication to the public by designing creative rate solutions to seemingly insurmountable economic obstacles while serving at the PUCN for 25 years. His work serves as a benchmark for economic excellence for future generations of economists; and

WHEREAS, Dr. Otsuka has earned the respect and admiration of his coworkers and colleagues, acting as a teacher in the classroom, mentor to his employees, and voice of reason in the face of controversy; and

WHEREAS, the State of Nevada joins the family, friends, and colleagues of Dr. Otsuka in expressing profound appreciation and deepest gratitude to him for his exceptional and tireless service to the Silver State;

NOW, THEREFORE, I, JOE LOMBARDO, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim the day of March 3, 2023 as a day of honor
