Yesterday, Governor Joe Lombardo announced that he signed all of the bills sent to his desk from the 2025 Special Session. Governor Lombardo signed 13 bills into law, delivering bipartisan, high-impact legislation focused on strengthening public safety, expanding health care access, modernizing cybersecurity, improving school zone safety, supporting vulnerable Nevadans, and ensuring responsible state operations.
“The voters of Nevada elected all of us to get things done, and I called this Special Session to get things done now – not two years from now,” said Governor Joe Lombardo. “Nevadans deserve a government that acts quickly when their safety, opportunity, and wellbeing are on the line. This Special Session delivered major wins for public safety, healthcare access, cybersecurity, and secured assistance for our most vulnerable communities in the event of future aid disruptions.”
“I’m particularly proud of the historic public safety reforms passed this session, which will strengthen safety on the Las Vegas Strip, crack down on DUI offenders, and restore safety and security in our communities,” continued Governor Lombardo. “I appreciate the Legislature’s bipartisan cooperation, and I’m proud that together we passed meaningful, responsible reforms that will make Nevada stronger and safer for years to come.”
The bills signed by Governor Lombardo are detailed below:
SB 1: Strengthening Consumer and Road Safety with Short-Term Car Rental Insurance Verification
• Requires rental car companies to verify renter insurance coverage before releasing a vehicle.
• Reduces uninsured motorists on Nevada roads and protects drivers and visitors.
• Supports law enforcement and reduces financial risk for businesses and taxpayers.
SB 2: Technical Revisions to Legislative Operations
• Clarifies handling of certain proceeds under the Legislative Counsel Bureau.
• Confirms that the organization of the Nevada Revised Statutes does not constitute a constitutional legislative determination.
SB 3: Creating the Silver State General Assistance Program
• Establishes the Silver State General Assistance Program to support Nevadans during federal aid disruptions and modernizes statewide emergency support services.
• Provides a lawful, operational bridge using joint application processing for programs like SNAP, TANF, Medicaid, and LIHEAP.
SB 4: Critical State Appropriations
• Supports indigent defense compliance and jail-based behavioral health programs.
• Replenishes state emergency and contingency funds.
• Provides funding for UNR’s State Medical Lab equipment, NDOC portable medical stations, SNAP error-rate reduction technology, and education initiatives.
• Funds construction of UNLV’s new Lee Business School and UNR’s Life Sciences Building.
• Enhances Medicaid enrollment outreach and statewide agency operations.
SB 5: Expanding Health Care Access & Workforce Capacity
• Creates Statewide Health Care Access and Recruitment Program account and requires a statewide needs assessment.
• Encourages private-sector investment and job creation in Nevada’s growing healthcare industry.
• Supports long-term growth in Nevada’s physician, nursing, behavioral health, and specialty workforces and establishes competitive grants to expand clinical services and provider capacity.
• Ensures oversight and accountability for funded projects.
SB 6: Completing the Windsor Park Relocation Program
• Supports families affected by long-standing structural and environmental issues in Windsor Park.
• Funds relocation assistance and requires quarterly reporting to the Interim Finance Committee.
• Ensures affected families receive safe, stable, and permanent housing.
SB 8: Updating Wage and Hour Laws
• Aligns Nevada’s wage and labor standards with federal law.
• Reduces employer confusion and litigation exposure.
• Modernizes state labor compliance.
AB 1: Establishing a Statewide Cybersecurity Framework
• Creates a centralized Security Operations Center (SOC) under the Office of the CIO.
• Establishes the Cybersecurity Talent Pipeline Program.
• Requires annual SOC reporting and authorizes school districts to use state cyber services.
• Strengthens statewide cyber defenses amid rising threats.
AB 2: Modernizing Alcohol Beverage Laws
• Updates permitted activities for brew pubs and modernizes investigation and licensing processes.
• Revises payment requirements between liquor retailers and wholesalers.
• Strengthens record-keeping and compliance for Nevada manufacturers.
• Supports the state’s hospitality and craft beverage industries.
AB 3: Protecting Public Officers & Election-Related Privacy
• Allows public officers to use campaign funds for personal security related to their official capacity.
• Expands confidentiality protections for public officers and their families.
• Modernizes privacy and election-related statutes to reflect contemporary security needs.
AB 4: Enhancing Public Safety, Criminal Justice, and Juvenile Justice
• Represents one of the most significant updates to Nevada’s public safety laws in recent years.
• Strengthens safety on the Las Vegas Strip through expedited adjudication of offenses.
• Updates and strengthens statutes for assault, battery, stalking, domestic violence, and child pornography.
• Modernizes DUI, pretrial release, record sealing, and opioid use disorder treatment provisions.
• Strengthens juvenile justice processes and establishes new unlawful acts related to theft and property damage.
AB 6: Enhancing School Zone Traffic Safety
• Expands local authority over school zone design.
• Increases penalties for violations in school zones.
• Improves pedestrian and student safety statewide.
Together, these bills represent a comprehensive, bipartisan effort to deliver safer communities, stronger statewide cybersecurity, expanded health care access, modernized state operations, enhanced protections for public officers and first responders, and infrastructure investments that support Nevada’s long-term growth.
The Governor additionally signed Senate Bill 7, an emergency stop-gap proposal to account for coverage concerns for first responders in the wake of a recent court decision. This measure was passed with great expediency, and will therefore require additional collaboration among stakeholders leading up to and during the next regular legislative session to ensure the continued stability of the affected workers’ compensation statutes. The Office of the Governor will take an active role in facilitating this collaboration.
