WHEREAS, Susie Miller has served the Silver State with distinction and professional excellence at the Division of Child and Family Services (DCFS) since 1994 where she spearheaded initiatives that emphasized a therapeutic approach in the DCFS Juvenile Justice facilities and incorporated her previous experience as a Recreation Therapist and Substance Abuse Counselor to implement program activities that promote wellness and creativity; and

WHEREAS, she has always advocated on behalf of youth, families, and community programs, and provided an empathetic voice in support of services for our vulnerable population of youth with mental health needs and she recognized the need to provide education and support to adoptive families and residential providers around attachment, and became a Leader in training DCFS staff and the community in the identification and treatment of these issues; and

WHEREAS, Susie brought the community together while being a Clinical Program Manager I at the East Neighborhood Family Service Center, by having an annual Harvest Festival with games, crafts, and food, and seamlessly working with Probation and the Department of Family Services to bring staff and families together; and

WHEREAS, she led the Division's efforts in achieving and maintaining CARF (Commission on Accreditation of Rehabilitation Facilities) accreditation for the Oasis, Enterprise, and North Psychiatric Residential Treatment Facilities programs, and expanding services to serve youth throughout the state; and

WHEREAS, she shepherded the DCFS Residential Programs through the challenging COVID Pandemic as essential services for the Children's Mental Health community; and

WHEREAS, Susie wore many hats, often at the same time - she could be the administrator and give directions, communicate program needs clearly to those above and within her chain of command, and she could switch and be the therapist if staff needed to process the trauma that comes with working with the residential population; and

WHEREAS, Susie brought fun into all activities she was involved in - from being the DJ at the party, to dressing up for campus events, and planning arts and craft events for the youth. Laughter was built into everything she did; and

WHEREAS, the Division of Child and Family Services commends Susie Miller on her outstanding tenure as a dedicated State of Nevada employee and joins her family, friends, and colleagues in extending sincere thanks and gratitude for her years of dedicated service and commitment to excellence, with best wishes for a happy and fulfilling retirement;

NOW, THEREFORE, I, STEVE SISOLAK, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim March 18, 2022, as a day in honor of
