WHEREAS, Daniel Dinnell first came to work for the State of Nevada on June 10, 1996 and is retiring after over twenty-five years of outstanding public service to the State, having served exceptionally in his position as Resource Coordinator, Information & Referral Specialist; and

WHEREAS, Daniel has performed the primary and integral role in ensuring the IDEA Part C Office consistently met federal regulatory compliance to provide a Central Directory that is a coordinated system of information and referral services through Project Assist and the IDEA Part C library, and in doing so Daniel has greatly helped to inform and educate families, as well as the general public, to improve outcomes for Nevada's families of infants and toddlers with disabilities; and

WHEREAS, Daniel's recognition and support of families have provided boundless opportunities for families to engage in system decision making and for families to be seen and heard such that they were encouraged to regard themselves as the long-lasting resource and only consistent persons who continually have their child's interest at heart throughout their lifetime; Daniel worked tirelessly to increase family attendance, engagement and representation for activities, projects, policies and practices; and

WHEREAS, Daniel has advanced the importance of creating a culture of diversity, equity and inclusion within the IDEA Part C Office to meet the needs of a diverse Early Intervention population in Nevada; Daniel accomplished this in several ways, including the development of the Interagency Coordinating Council's Annual Family Calendar, the IDEA Part C Family Newsletter, the State Leadership Team Pyramid Model Newsletter and ongoing technical assistance to personnel; and

WHEREAS, Daniel is known to go above and beyond his work duties, such as providing representation for collaborations at local, regional, statewide and national levels; Daniel has been witnessed to have often been answering calls on the Project Assist line at all hours of the day, including before and after his normal workday; Daniel has overcome many obstacles to deliver early intervention library resources and materials to families and personnel; and

WHEREAS, Daniel has always been willing to help IDEA Part C and Early Intervention colleagues as a part of the Data Team and in any projects when asked to share his knowledge; Daniel is a team player and has a very positive attitude even through the most trying of times as evidenced through occurrences ranging from budget cuts, staff turnover, furloughs, disaster/relief, COVID-19 pandemic procedures and critical shortages Statewide; and

WHEREAS, Daniel's personal commitment to the State of Nevada has been profoundly recognized by those who work with him in that he is an extremely disciplined, dependable and intelligent person who works tirelessly for Nevada's families, and whose leadership, integrity and humanity have contributed to the success of families as well as to continuous system improvement and to achieving the critical mission of the IDEA Part C Office; and

WHEREAS, Daniel now embarks on a new chapter of his life, the Department of Health and Human Services on behalf of its employees and customers extends to Daniel Dinnell its sincere thanks and gratitude for his over twenty-five years of commitment to excellence and service to the citizens of the Silver State;

NOW, THEREFORE, I, STEVE SISOLAK, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim December 23, 2021, as a day in honor of
