WHEREAS, Robert Crowell served our country in the United States Navy; and

WHEREAS, after so serving his country, Robert Crowell dedicated himself to serving his community; and

WHEREAS, Robert Crowell served 11 years on the Carson City School Board of Trustees, twice serving as the school board president, prior to being elected Mayor of Carson City in 2008 having served Carson City for 12 years; and

WHEREAS, Robert Crowell was a dedicated and committed Nevada civil servant who served on the Nevada Association of Counties Board of Directors and was that organization's representative on the Board of Indigent Defense Services created by 80th session of the Nevada Legislature and appointed by the Governor; and

WHEREAS, Robert Crowell has also served as the president of the Nevada League of Cities and Municipalities, the Carson City Redevelopment Authority, the Partnership Carson City Advisory Committee; and

WHEREAS, Robert Crowell was the recipient of many awards, including the 2015 DeBoer Award for Distinguished Leadership by an Elected Official from the Nevada Chapter of the American Planning Association for his role in Carson City's Downtown Urban Design Streetscape Project as well as the Robert Broadbent Distinguished Service Award from the Nevada Chapter of the American Public Works Association. He additionally was a recipient of the Participatory Democracy Award for 2018 from the Nevada Association of Counties, which is its highest award; and

WHEREAS, Robert Crowell was active in his community, including serving on the Board of Directors for the Carson Area Chamber of Commerce, Northern Nevada Development Authority, and is past president of the Rotary Club of Carson City; and

WHEREAS, Robert Crowell is the past president of the State Bar of Nevada having served on its Board of Governors for seven years and chairing the Nevada Mandatory Continuing Legal Education Board, which oversees Nevada's continuing legal education program under the direction of the Supreme Court of Nevada. He is a past member of the Board of Directors of the Nevada Legal Services organization; and

WHEREAS, Robert Crowell also served as a member of the Colorado River Commission (a gubernatorial appointment) and has twice held the position of Chairman of that agency, which is responsible for overseeing Nevada's allocation of water and power from the Colorado River; and

WHEREAS, after a lifetime of service to others, Robert Crowell passed away on September 12, 2020; and

WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada;" and

NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and the laws of the State of Nevada and the United States, it is hereby ordered that:

The flags of the United States and the State of Nevada shall be flown at half-staff at the State Capitol and all State public buildings and grounds, from sunrise to sunset on Thursday, October 29, 2020, as a mark of respect and in remembrance of Mayor Robert ''Bob" Crowell.
