DECLARATION OF EMERGENCY FOR THE PINEHAVEN FIRE
WHEREAS, Nevada Revised Statutes, Chapter 414, authorizes the Governor to issue a proclamation declaring a state of emergency when a natural emergency or disaster of major proportions has occurred within this state, and the assistance of state agencies is needed to supplement the efforts and capabilities of political subdivisions to save lives, protect property, and protect the health and safety of persons in this state, particularly through a coordinated response; and
WHEREAS, on November 17, 2020, Washoe County issued a proclamation declaring the existence of a local emergency due to the Pinehaven Fire, which has burned over 1,500 acres, destroyed multiple structures, and continues to threaten over 500 hundred homes in the Caughlin Ranch area of Washoe County; and
WHEREAS, the Pinehaven Fire has been exacerbated by severe winds and drought conditions; and
WHEREAS, the Pinehaven Fire has caused the evacuation of residents in the affected areas of Washoe County and these residents are experiencing undue hardship as a result of the displacement; and
WHEREAS, Washoe County is experiencing a resource shortage in responding to the Pinehaven Fire and significant economic obligations resulting from the short-term response and long-term recovery for the affected individuals and areas; and
WHEREAS, the Pinehaven Fire is occurring during a statewide public health emergency caused by COVID-19, which has been underway for over eight months and has also depleted considerable state and local resources; and
WHEREAS, the Governor has determined that Washoe County is experiencing events that require a coordinated response for the health and safety of the public; and
WHEREAS, I, as Governor, on November 17, 2020, authorized and directed that the State of Nevada mobilize and make available all State resources necessary and requested by Washoe County to respond to this matter; and
WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."
NOW, THEREFORE, I, Steve Sisolak, Governor of the State of Nevada, pursuant to the authority vested in me by the Constitution and laws of the State of Nevada, hereby declare a state of emergency for Washoe County and direct all state agencies to supplement the efforts of political subdivisions to save lives, protect property, and protect the health and safety of persons in this state.
