WHEREAS, November is National Adoption Month, a month to reflect on the need to help children and youth in foster care find a permanent loving family to join; and

WHEREAS, family reunification is always the number one goal for Nevada's child welfare agencies, but, in some cases, it is not possible for a child to safely go back home; and

WHEREAS, Nevada has been diligently working with the State’s adoption organization partners, to ensure children do not leave care without finding a permanent connection; and

WHEREAS, this year's theme is Small Steps Open Doors, as child welfare professionals have learned that frequent conversations and small efforts with youth increase the likelihood of adoption; and

WHEREAS, by continuing to talk with youth about their permanency plans, they are empowered to speak up for what they want, which leads to more positive outcomes; and

WHEREAS, in Nevada’s 2022 fiscal year, 761 adoptions were finalized by the State’s child welfare agencies, of which 26.9% were children leaving foster care; and

WHEREAS, I invite all Nevadans to raise awareness for National Adoption Month and help make a major difference in the lives of Nevada’s youth;

NOW, THEREFORE, I, STEVE SISOLAK, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim the month of November 2022, as
