EXECUTIVE ORDER 2021-21
ORDERING FLAGS TO HALF STAFF HONORING JAMES H. BILBRAY
WHEREAS, on September 19, 2021, James H. Bilbray passed away at the age of 83; and
WHEREAS, Representative James H. Bilbray had a distinguished career in public service that included serving in the United States Congress from 1987 to 1995, as a University of Nevada Regent from I 968 to 1972, as a Nevada State Senator from I 980 to 1987 and as an appointee by President George W. Bush to the U.S. Postal Service Board of Governors from 2006 through 2016 where he retired as the Board's Chairman: and
WHEREAS, James H. Bilbray was a Battle Born Nevadan having graduated from Las Vegas High School and was one of the first to graduate from UNLV formerly known as Nevada Southern University, with numerous scholastic and athletic achievements, ultimately earning his Juris doctorate from Washington College of Law at American University in 1964 and an honorary doctorate of laws degree from UNLV in 2001. He was later honored with the Distinguished Nevadan Award in 2015 by the Nevada System of Higher Education Board of Regents; and
WHEREAS, James H. Bilbray served in the U.S. Army Reserves from 1955 to 1963 and was a member of the U.S. Military Academy Board of Visitors from 1995 through 1999; and
WHEREAS, we as a State mourn, remember, and honor James H. Bilbray's memory and legacy of service to our Nation and our State.
NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and laws of the State of Nevada, and pursuant to section 7 of title 4 of the United States Code, it is hereby ordered as follows:
The flags of the United States and the State of Nevada shall be flown at half-staff at the State Capitol and all State public buildings and grounds from sunrise to sunset on Thursday. September 30, 2021 in honor of James H. Bilbray.
