WHEREAS, August 31st is a day people worldwide will stand alongside the friends and families of overdose victims to reflect on those who have lost their lives or been affected by this epidemic; and

WHEREAS, between 2010 and 2017, there were 3,277 deaths attributed to drug overdose involving opioids in Nevada and 10,961 emergency department visits and inpatient hospital admissions related to opioid poisoning in Nevada according to the State of Nevada, Department of Health and Human Services, Division of Public and Behavioral Health; and

WHEREAS, the State of Nevada is committed to stemming the tide of prescription drug abuse and the consequences that accompany it, and in 2015 Senate Bill 459 was signed into law, and this legislation contains a ‘Good Samaritan’ provision to extend legal protections to individuals who in good faith seek medical assistance for someone who is experiencing an overdose; and

WHEREAS, the Controlled Substance Abuse Prevention Act, Assembly Bill 474, was signed into law in 2017, and this legislation seeks to address prescription drug misuse, abuse and diversion by mandating prescribing protocols for all prescribers of controlled substances; and

WHEREAS, access to the life-saving drug naloxone has been expanded to ensure that first responders, law enforcement, individuals at-risk for opioid overdose, and concerned family and friends, can obtain the medication without a prescription through pharmacies and community organizations; and

WHEREAS, in addition to serving as a day of remembrance, Overdose Awareness Day is an opportunity to educate the community and reduce the stigma of addiction and drug-related death and to encourage those struggling with addiction to reach out for help; and

WHEREAS, we join with organizations statewide in the fight for Nevada's families and the future of our state and nation as we work to end addiction and overdose;

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  August 31, 2018 as
