WHEREAS, the State of Nevada joins with local law enforcement, victims’ advocacy groups and assistance organizations, and the Office for Victims of Crime, U.S. Department of Justice, to call for support for victims of crimes; and

WHEREAS, more than 95,000 instances of violent crimes or property crimes were reported by law enforcement in a recent year, per the Nevada Uniform Crime Report of 2016, and in Nevada, a violent crime occurred every 26 minutes and 32 second and a property crime occurred every 4 minutes 38 seconds; and

WHEREAS, Crime Victims’ Rights Week serves to recognize the needs of crime victims and the importance of securing their voice and rights; and

WHEREAS, this sentiment is embodied in this year’s theme, ‘Expand the Circle: Reach All Victims’ as dedicated victims service providers are working every day to meet the needs of crime victims, however many victims face barriers such as isolation, distrust of authorities, language limitations, transportation or cultural barriers that keep them from accessing the services and criminal justice systems that can help them recover from crime; and

WHEREAS, we must make a dedicated effort to expand the circle of those prepared to respond to victims and link them to the resources that can help them recover; and

WHEREAS, victims of crime should always be treated with fairness and respect throughout the criminal justice process, protected from the defendant, reasonably heard at public proceedings regarding their case, and given a voice through the process of their case; and

WHEREAS, this week is an opportunity to join representatives from local law enforcement, advocacy and assistance agencies in order to provide aid and a stronger voice for Nevadans who have been a victim of crime;

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  April 8 - 14, 2018 as

 Crime Victims’ Rights Week in Nevada
