WHEREAS, Joyce Larsen has been an exceptional public servant for the State of Nevada, working in children's mental health in Northern Nevada for 28 years; and
WHEREAS, Joyce has exemplified the highest standards as she carried out her duties starting as a Developmental Specialist II in 1993, and ending her career as a Clinical Program Manager I, supervising the Early Childhood Mental Health Services Program at Northern Nevada Child and Adolescent Services; and
WHEREAS, Joyce demonstrates a strong sense of personal and professional responsibility and ethics, and is known for her optimism, humility, patience, flexibility, attention to detail and willingness to assist whenever needed; and
WHEREAS, Joyce was a key contributor in the creation of Project Safe and Growing Day Treatment Program and has been a faithful member of the Can Prevent Board, and she was also instrumental in the State of Nevada's recognition of the Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood (DC o-3R) as an accepted diagnostic tool for infants and toddlers; and
WHEREAS, she trained many community partners and agency staff on the DC o-3R and the Early Childhood Service Intensity Instrument (ECSII), and contributed to several cross agency boards and committees to assure early childhood mental health is recognized and addressed in all early childhood vocations; and
WHEREAS, on October 21, 2016, Joyce La1·sen won the Mary McNine Outstanding Advocacy Award to, "recognize the contributions of an individual serving a niche in the populations which has been historically underserved by societal standards;" and
WHEREAS, the State of Nevada commends Joyce on her outstanding tenure as a dedicated State employee with deep admiration for her many contributions which have benefitted Nevadans; and joins her friends and colleagues with Northern Nevada Child and Adolescent Services in extending sincere appreciation Jo,· her years of service, with best wishes for a happy and fulfilling retirement;
