WHEREAS, hydropower generated by the waters of the Colorado River has been critical to the
development of the State of Nevada; and

WHEREAS, in 1928 the Boulder Canyon Project Act was enacted to build a dam which would control flooding on the Colorado River, regulate the flow of the river, and provide for storage and delivery of its water; and

WHEREAS, Congress recognized that the production of electricity was critical to the development of the western states, and included the construction of an electrical plant in the Boulder Canyon Project Act; and

WHEREAS, the Hoover Dam towers 700 feet above the Colorado River with a total weight of 6.6 billion tons, and in addition to generating electricity, it created Lake Mead the largest reservoir in the United States; and

WHEREAS, construction of Hoover Dam began during the Great Depression in 1931 and 5,000 men were employed on the project which was the largest hydroelectric generation plant in the world at that time, and on October 26, 1936, the first generator N-2 was brought online; and

WHEREAS, this N-2 generator was on the Nevada side of the power plant, which would eventually house eight large generators, and nine generators are located on the Arizona-side of the power plant; and

WHEREAS, in 1936, the Colorado River Commission of Nevada executed the first contracts for the provision of Colorado River hydropower generated at Hoover Dam to the Lincoln County Power District No. 1 and the Southern Nevada Power Company; this hydropower supported the Nevada mining industry with low-cost electricity and fueled the development of Southern Nevada; and

WHEREAS, the rates paid by the customers of the hydroelectric plant repaid the cost of the construction of the dam and power plant with interest by May 31, 1987; and

WHEREAS, the Colorado River Commission of Nevada recently completed the negotiation of 50 year contracts with numerous Nevada entities, which will continue to provide the State of Nevada and its residents the benefits of hydropower generated by Hoover Dam;

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  October 26, 2016 as

 Colorado River Hydropower Day in Nevada
