WHEREAS, the Civil Air Patrol was founded in December 1941 by a group of volunteers led by civilian pilots to support America's efforts in World War 11, through reconnaissance missions near the coastlines to protect cargo ships that, according to U.S. Army Chief of Staff Gen. George Marshal, how threaten our entire war effort; and

WHEREAS, so many submarines were spotted by 'Subchasers' that the military decided to arm these light aircraft with bombs, putting these brave civilians at great risk as they were often flying 100 miles or more from shore, and these Subchasers played an integral role in the defense of America's home front during World War II spotting 143 German submarines, and attacking 57 while directing shore-based fighting units to their targets; and

WHEREAS, the wartime effort, which included border patrol operations, search and rescue, disaster relief forest fire patrol, transportation of personnel and cargo and towing practice targets for the U.S. military, resulted in the loss of 66 coastal patrol members and 150 aircraft by wars end; and

WHEREAS, the Coastal Patrol was heralded a success, prompting President Harry Truman to sign Public Law 476 in 1946, which chartered CAP as a benevolent, nonprofit organization, and in 1948 the Congress of the United State passed Public Law 557, permanently establishing CAP as the auxiliary of the U.S. Air Force with the primary missions of emergency services, cadet programs and aerospace education; and

WHEREAS, the Civil Air Patrol is known worldwide for its emergency service operations, performing vital search and rescue, disaster relief and other emergency missions for more than 1,400 communities across the country, and CAP sets the world standard for volunteer aviation emergency services, prompting other nations to use the model to establish or improve their own volunteer programs; and

WHEREAS, Civil Air Patrol has established itself among the nation's search and rescue elite, participating in up to go percent of the Air Force's inland search and rescue missions, with more than 8,000 air crew members and 30,000 emergency responders trained to Federal Emergency Management Agency standards with a contribution of $164 million in man-hours in 2015; and

WHEREAS, as a resource for disaster relief; assisting in many vital homeland security missions, Civil Air Patrol provides aerial photography and damage assessment in real time, as well as ground team support including water, food and supply delivery for victims; and

WHEREAS, Civil Air Patrol's youth program includes more than 24,000 cadets who benefit from emergency service and leadership training, and opportunities for flight and pilot training; and the agency reaches school-age children with a comprehensive selection of academic programs that focus on STEM education; and

WHEREAS, the Civil Air Patrol is celebrating 75 years of performing these 'Missions for America' and the State of Nevada is proud to honor and recognize the men and women who have served and those who continue to serve their fellow citizens through Civil Air Patrol, a noble and patriotic organization;

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  December 1, 2016 as

 CIVIL AIR PATROL DAY IN NEVADA
