WHEREAS, Penny Reynolds will retire at the conclusion of the 2015-2016 school year, after having served as the Director of the Culinary Arts Program at Carson High School for 18 years and for 31 years as a teacher in the Carson City School District; and

WHEREAS, Penny began her teaching career at Eagle Valley Middle School in 1985 after working in the private sector as a restaurant owner and manager, and during her tenure at Carson High School, Penny built the culinary arts curriculum into a nationally recognized program, obtaining over $1.6 million in grants and donations, and operating a full 4-day a week functioning restaurant; and

WHEREAS, Penny coached a student culinary arts team that repeatedly won high honors, including nine Nevada ProStart State Championships, placing seven times in the National Top Ten Teams, and counting among her students 14 Nevada SkillsUSA Gold Medallion winners and 12 National Top Ten Qualifiers; and

WHEREAS, Penny established strong working relationships with the food service industry and local civic organizations, frequently hosting fundraising and scholarship dinners and reaching out to the less fortunate in the community to promote healthy eating, teaching monthly workshops at the women's shelter of the Reno-Sparks Gospel Mission; and

WHEREAS, Penny has also been a tireless advocate for vocational education, advising Nevada's Legislative Committee on Education, and with some of her students, testifying before Congressional Vocational Education hearings in Washington, D.C.; and

WHEREAS, Penny has served as a member and officer of many professional associations, including the International Food Service Executives Association, Women Chefs and Restaurateurs, the American Culinary Federation, the National Restaurant Association, and the Association of Career and Technical Education; and

WHEREAS, Penny is beloved by her students, and her culinary classes were among the most popular classes at Carson High School, and Penny was twice named as Carson High School Teacher of the Year; and

WHEREAS, the State of Nevada joins Penny's students, colleagues, friends, and loved ones , in extending congratulations to Penny on her retirement after a stellar career in education, with gratitude for her role in building a stronger future for Nevada, and with best wishes for a happy and fulfilling retirement;

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  May 22, 2016 as a day in honor of
