WHEREAS, Toby Hyman demonstrated exceptional commitment to Nevada's citizens by advocating for children and providing parenting classes prior to entering State service in 1997, continuing to serve Nevada families and children with passion and vigor through the Department of Health and Human Services (DHHS) for 18 years; and

WHEREAS, Toby Hyman played an instrumental role in the growth of a statewide network of Family Resource Centers that provide critical services designed to support individuals and strengthen families; and

WHEREAS, Toby Hyman was also instrumental in the establishment and success of the statewide Family-to-Family Connection program, which during its 15-year history provided resources to families with infants and toddlers, allowing them to create the best environment possible during the crucial first years of a child's development; and

WHEREAS, Toby Hyman played a key role in the creation and development of the Differential Response program, which provides an alternative response to low-risk, screened-in child abuse and neglect reports through a statewide collaborative partnership comprised of DHHS, Nevada's three Child Welfare Agencies, and nine Family Resource Centers; and

WHEREAS, Toby Hyman has professionally and confidently represented the State of Nevada on a national level through Community Based Child Abuse Prevention (CBCAP) task force participation and as the lead staff for Nevada CBCAP awards that are essential in sustaining preventive services such as parent education, child self-protection and family crisis intervention; and

WHEREAS, Toby Hyman has positively impacted thousands of Nevada families through her dedication to the work described herein, and her influence will be felt among many generations to come; and

WHEREAS, Toby Hyman will be fondly remembered by DHHS grantees throughout Nevada, with whom she has established enduring and collaborative partnerships, and will be missed by DHHS staff who have been the grateful beneficiaries of her wisdom, creativity, team spirit and sense of camaraderie in all endeavors; and

WHEREAS, Toby Hyman has decided to enter retirement in order to pursue other professional aspirations, and enjoy more leisure time with those she holds most dear;

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  January 14, 2016 as a day in honor of

 Toby Hyman
