WHEREAS, Carole Vilardo will retire on April 21, 2016 after having devoted more than forty years to the legislative and policy-making processes of this state, meaningfully contributing to the development of solutions to public challenges and working to represent the interests of Nevada's taxpaying constituents; and

WHEREAS, Carole Vilardo became a Nevada resident in 1971, and began advocating on behalf of Nevada businesses in 1973 as a member of the Retail Association of Nevada, later joining the Nevada Taxpayers Association (NTA), and serving as president of that organization since 1988; and

WHEREAS, during her tenure as President of NTA, Carole Vilardo has been at the helm of efforts to craft sound, reasonable, and effective policies in the areas of fiscal management, taxation, industry regulations, and other policy arenas affecting economic growth, business development, and commercial vitality in Nevada; and

WHEREAS, Carole Vilardo's leadership was instrumental in the 1991 passage of the Nevada Taxpayers' Bill of Rights, which enshrines Nevada's acknowledgement of fundamental notions of fairness and accountability to taxpaying constituents and promotes an efficient and responsive state government; and

WHEREAS, the exceptional level of excellence and professionalism with which Carole Vilardo has carried out her role as a public policy advocate is reflected by her appointment to numerous public boards and commissions, including the Clark County Debt Management Commission, the Kenny C. Guinn Memorial Scholarship Fund, and the Clark County Regional Transportation Retrack Committee, as well as her appointment to various interim legislative study committees and other local boards dedicated to serving the public interest; and

WHEREAS, Carole Vilardo's commitment to public service is reflected in the numerous awards and distinctions she has earned throughout her career, including the Lifetime Achievement Award from the Nevada Newsmakers Outreach Foundation, the Las Vegas Chamber of Commerce Women of Achievement Award, the Clark County School District Crystal Apple Award for exemplary civic leadership, as well as many other well-deserved awards and recognitions; and

WHEREASthe 78th Nevada State Legislature recognized Carole Vilardo with a special commendation in honor of her many accomplishments and contributions as a respected policy leader and advocate in the area of taxation; and

WHEREAS, the State of Nevada commends Carole Vilardo for her many years of dedicated advocacy on behalf of the state's businesses and taxpayers, with special appreciation for her role in helping to promote sound tax policies and economic growth and development in this state, and with best wishes to Carole for a happy, successful, and fulfilling retirement:

NOW, THEREFORE, I, BRIAN SANDOVAL, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim  April 21, 2016 as a day in honor of
