Declaration of Emergency
for Lincoln County Bombing Incident

Whereas, on July 13, 2016, a bombing incident occurred in the Town of Panaca, Lincoln County that posed a severe and immediate threat to the lives and safety of visitors and residents of Panaca, and caused damage to homes and property within the community;
Whereas, I, as the Governor of the State of Nevada, on July 13, 2016, authorized and directed the State of Nevada to mobilize and make available all State agencies and resources necessary and requested by Lincoln County to respond to this emergency matter;
Whereas, on July 15, 2016, the Lincoln County Board of Commissioners approved and issued a Declaration of Emergency due to the bombing incident;
Whereas, the State of Nevada, by and through the Nevada Department of Public Safety, provided a multi-agency response effort to assist Panaca and Lincoln County, which included the Division of Emergency Management, the Fire Marshal Division, the Nevada Highway Patrol Division, the Division of Investigations, the Nevada Threat Analysis Center, and the Nevada Department of Health and Human Services, to coordinate and work with other local, county, State, and federal agencies;
Whereas, the residents of Panaca and Lincoln County shall have all available and necessary State resources and agency assistance to recover and rebuild from this incident;
Whereas, Lincoln County has required and may continue to require assistance from the State of Nevada to protect the health, safety, and welfare of persons and property;
Whereas, Nevada Revised Statute 414.070 authorizes the Governor to issue a proclamation declaring a state of emergency when a natural, technological, or man-made emergency or disaster of major proportions has occurred within the State of Nevada, and the assistance of State agencies is needed to supplement the efforts and capabilities of political subdivisions to save lives and protect the health, safety, and welfare of persons and property; and,
Whereas, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."

Now, Therefore, by the authority vested in me as the Governor by the Constitution and laws of the State of Nevada, I hereby declare and proclaim that a state of emergency for Lincoln County exists due to the bombing incident that occurred in Panaca on July 13, 2016, and direct that all agencies of the State of Nevada continue to assist and supplement the efforts and resources of Lincoln County to protect the health, safety, and welfare of persons and property of this State.
