EXECUTIVE ORDER 2017-18 

ORDERING FLAGS TO HALF STAFF

WHEREAS, Chief Judge Patrick Flanagan was compassionate and dedicated leader of the Second Judicial District Court, a servant to the community and a jurist of the highest caliber, and will be deeply missed by his colleagues and all Nevadans;
WHEREAS, prior to his election to the district court, Judge Flanagan worked as a federal public defender, a Washoe County public defender, and was a partner at Hale Lane Peek Dennison and Howard, appearing at every level of state and federal court, from Municipal Court to the United States Supreme Court;
WHEREAS, Judge Flanagan served as the president of the State Bar of Nevada, the Washoe County Bar Association, and the Nevada Chapter of the Federal Bar Association;
WHEREAS, Judge Flanagan was elected to the Second Judicial District Court in 2006, and unanimously chosen by his colleagues to be Chief Judge on January 11, 2016;
WHEREAS, during his tenure on the bench, Judge Flanagan worked tirelessly to improve pro bono efforts, support specialty court programs, and provide access to justice for those in need of legal assistance;
WHEREAS, Judge Flanagan passed away on October 6, 2017, and the thoughts and prayers of Nevadans are with his family and loved ones; and
WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."
NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and laws of the State of Nevada and the United States, it is hereby ordered as follows:

The flags of the United States and the State of Nevada shall be flown at half-staff at the State Capitol and all State public buildings and grounds on Thursday, October 12, 2017, from sunrise to sunset, as a mark of respect and in remembrance of Chief Judge Flanagan.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Nevada to be affixed at the State Capitol in Carson City, this 10th day of  October, in the year two thousand  seventeen.
