Declaring Public Health and Medical Disaster

WHEREAS, numerous people were tragically killed and wounded last night during an armed attack in Las Vegas;
WHEREAS, this attack has created a state of public health and medical emergency in Clark County and the surrounding areas;
WHEREAS, NRS 414.070 provides that "[t]he existence of ... an emergency or disaster may be proclaimed by the Governor;"
WHEREAS, NRS 414.070(6) authorizes the Governor "[t]o perform and exercise such ... functions, powers and duties as are necessary to promote and secure the safety and protection of the civilian population;" and
WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."
NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and laws of the State of Nevada and the United States, it is hereby ordered as follows:

I hereby proclaim that a state of emergency for Clark County exists due to the shooting in Las Vegas on October 1, 2017, and direct that all agencies of the State of Nevada assist and supplement the efforts and resources of Clark County to protect the health, safety and welfare of the persons and property of this State.

In accordance with NRS 414.070(6), I further temporarily suspend all necessary statutes and rules to allow health care providers employed by a hospital and licensed and in good standing in another state to practice in Nevada in order to assist with the public health and medical disaster response operations. Hospitals must submit to the applicable licensing entity each out-of-state provider's name, provider type, state of license, and license identification number. This suspension is in effect until terminated, or until the state of emergency declared above is lifted or expires.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Nevada to be affixed at the State Capitol in Carson City, this 2nd day of  October, in the year two thousand  seventeen.
