EXECUTIVE ORDER 2016-15 

ORDERING FLAGS TO HALF STAFF

WHEREAS, former Nevada State Assemblyman and State Senator Coe Swabe ably served the people of Nevada from 1962 to 197 4 as a member of the Nevada State Legislature and as Minority Leader in both houses, where he represented the residents of Washoe County;

WHEREAS, having dedicated much of his career to the protection of Lake Tahoe, former Senator Swabe was instrumental in the creation of the Tahoe Regional Planning Agency (TRPA), later served as a TRPA Board Member, and worked to create Sand Harbor State Park, as well as other components of the Nevada State Parks system;

WHEREAS, being a third-generation Nevadan, former Senator Swabe graduated from the University of Nevada, Reno, earned his Juris Doctorate from the University of Denver, and served in the United States Air Force during the Korean War;

WHEREAS, former Senator Swabe founded Lawyers Concerned for Lawyers and was a member of the Board of Governors of the State Bar of Nevada;

WHEREAS, former Senator Swobe married the love of his life, Janet Quilici, of Reno in 1959 and they had two daughters, Caryn and Jackie, who will carry on his tradition of service;

WHEREAS, former Senator Swabe passed away on Thursday, May 26, 2016, and the thoughts and prayers of Nevadans are with his family and loved ones;

WHEREAS, former Senator Swabe loved Nevada, public service, nature, the law, and has left a legacy that will benefit generations of Nevadans to come; and

WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: ''The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."

NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and laws of the State of Nevada and the United States, it is hereby ordered as follows:
The flags of the United States and the State of Nevada shall be flown at half-staff at the State Capitol and all State public buildings and grounds from sunrise until sunset on Friday, June 3, 2016, as a mark of respect and in remembrance of former Senator Swabe.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Nevada to be affixed at the State Capitol in Carson City, this 1st day of  June, in the year two thousand  sixteen.
