EXECUTIVE ORDER 2016-04 

Order Directing the Governor's Office of Energy
to Reconvene the New Energy Industry Task Force

WHEREAS, clean and renewable energy is important to the economy and environment of the State of Nevada;
WHEREAS, Nevada is home to some of the most abundant and accessible sources of clean energy in the world, including solar, wind, and geothermal forms of energy;
WHEREAS, I, as Governor, have encouraged throughout my administration the formulation and implementation of the best policies and practices to encourage the development of renewable and sustainable forms of clean energy, I have fostered significant investment in this sector, and I will continue to do so;
WHEREAS, the health, safety, and welfare of consumers and businesses of Nevada depends upon the continued coordination among State agencies, the energy industry, businesses, and residents to ensure that Nevada maintains the best policies and practices and develops a comprehensive clean energy plan to secure our growth;
WHEREAS, the New Energy Industry Task Force has been established pursuant to Chapter 701 of the Nevada Revised Statutes (NRS) to advise the Governor's Office of Energy on ways to promote the development of renewable energy and energy efficiency programs in Nevada;
WHEREAS, the Governor's Office of Energy and the Nevada Public Utilities Commission were directed through Executive Order 2011-18 issued in the first year of my administration to coordinate and work collaboratively with the New Energy Industry Task Force to provide recommendations on issues regarding renewable energy generation within the regional energy transmission market, and that work yielded a proactive path forward for Nevada;
WHEREAS, there exists a continued need for cooperation and collaboration among all consumers, providers, and regulators of energy in Nevada, including homeowners, businesses, the energy industry, and State agencies, to develop the best plan for Nevada's renewable and sustainable clean energy future, and to have this discussion before the New Energy Industry Task Force; and
WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada."
NOW, THEREFORE, by the authority vested in me as Governor by the Constitution and laws of the State of Nevada and the United States, it is hereby ordered as follows:
  1. The Director of the Governor's Office of Energy shall reconvene the New Energy Industry Task Force and shall make all necessary appointments to the Task Force in accordance with the provisions of NRS 701.500-.515, inclusive.
  2. The Task Force shall work with the Director to provide recommendations on the best energy policies for Nevada's future and shall specifically address policies that achieve the following:
    • Encourage development of clean energy sources and integrate renewable energy technologies into Nevada's energy sector;
    • Foster the creation of a modern, resiliant, and cost-effective energy grid; and
    • Support distributed generation and storage, with a specific focus on rooftop solar and net metering.
  3. The Director may establish one or more Technical Advisory Committees to assist the Task Force in its work in each of the above-listed policy areas.
  4. Members of a Technical Advisory Committee shall be appointed by and serve at the pleasure of the Director, and shall not have a vote in the final recommendations of the Task Force.
  5. The Task Force shall deliver a report of its discussions, findings, and recommendations to the Governor on or before September 30, 2016.
  6. Meetings of the Task Force and any Technical Advisory Committee shall be subjected to the Open Meeting Law pursuant to NRS Chapter 241 and all provisions of NRS 701.500-515, inclusive.
